Although to learn some language it needs dedication and time, basic words like Hello, Thank you, Please and Goodbye should be easy to learn. It is always nice to greet people on their mother language and with a smile. That is something that they think can make a difference in the integration of immigrants to show them that they are welcome. Also, domicile population will be surer of who is becoming their new neighbor and know how to greet them to avoid unpleasant situation looking at each other and not to be sure what to say or do.
